A multidimensional view of the implementation of the New World Urban Agenda, from the micro-territory and community sustainability in neighborhoods of informal origin. Case studies: San Agustín neighborhood and Naciones Unidas neighborhood in the city of Bogotá D.C., Colombia

Summary

Considering the magnitude and needs of informal areas in cities worldwide, whose population is one billion inhabitants according to UN-2016, the attention of its population is important, through the implementation of public policies that seek the improvement of the said settlements within the framework of the New World Urban Agenda (Habitat III-2016), to ensure the minimization of the impacts of poverty in developing countries such as Colombia, Peru and Brazil, among others. Therefore, the development of sustainable and inclusive urban economies should be implemented, taking advantage of the benefits of a responsible and sustainable urban planning, management and financing process, in accordance with the key concept 'Participatory City' of Habitat III-2016. To achieve this, it is important to consider, on the one hand, the theoretical analysis of poverty measurement, understood as a descriptive exercise that assesses the absolute shortcomings or deprivations of people in relation to common needs standards and, on the other, the measurement of community sustainability in terms of citizen participation processes, with the management, conservation, operation, appropriation and maintenance of public and private interventions carried out in territories of informal origin, in accordance with one of the Sustainable Development Goals , 'Cities and Sustainable Communities'. For this reason, the present 'side event' prospectus, which takes as a basis the analysis of the San Agustín and United Nations neighborhoods of Bogotá DC as an object of study, is part of the process that requires the understanding of the territories in the here and now, with the objective of facilitating the recognition of phenomena in the micro scale associated with poverty and community sustainability, which contributes to the effective and unrestricted fulfillment of HABITAT III and SDGs.
