UN High Commissioner for Refugees - Cities of Solidarity initiative – Cities in the Americas take the lead on refugee integration

Summary

In the context of increased global urbanization, cities have become the main entry points as well as host communities for refugees. Aiming at ensuring the enjoyment of economic, socio-cultural, civil-political and legal rights in urban settings, the Cities of Solidarity initiative was the result of the Cartagena Consultative Process. Processes of integration are achieved through the design and implementation of inclusive public policies and programmes, a strengthened coordination of the different institutions and the promotion of livelihood projects. Born with the Mexico Plan of Action (2004), and as recognised by the Brazil Plan of Action (2014), the Cities of Solidarity initiative is a model for refugee integration in urban areas aimed at recognising local governments efforts to provide protection and enhance the integration prospects of UNHCR’s Persons of Concern. The proactive role of local authorities in ensuring respect for rights, non-discrimination as well as the right to protection against refoulement is complemented by the essential one played by a wide range of other actors including: the authorities at regional and national level (including line ministries), refugees and asylum seekers, host communities, civil society, the private sector, academia as well as the wider international community.

Building on the successful experiences in the Americas, UNHCR wishes to strengthen, institutionalize and expand the initiative to other regions.
